Have you cleaned the IACV yet? Definitely do that first.

well if you look at his pic the iacv isnt there where it usually is.. thats what i told him to do first was clean the iacv.

According to the chart at Majestic Honda's site, there's a "rotary air control valve" on the bottom of the throttle body. Automatics apparently use a different setup than manual. The function would be the same though, ECU drives it to admit air around the throttle plate into the manifold and thus control the idle speed.
