Default Engine surging

I recently picke d up an '87 Honda Civic hb si for practically just $250.. the guy thought it was the fuel pump however the some uninformed person installed it incorrectly, and had the plugs all wack out of firing order..

After reinstalling the fuel pump it started right up however now the engine surges in idle between 1000 and 1500 and the idle will not adjust just bogs up and down.

I am not mechanically inclined and peeked around in the haynes book and have NO clue where to go.. Does anybody know what might be wrong?

Your help is appreciated...

is the engine stock or built? my car has agressive cams, and it wont idle for anything.
IAC has something to do with idle, and so does the FITV. check those out (google them)...

Default Stock

Has a louder exhaust, I doubt its anything more then stock otherwise haha it looks untouched under the hood and the previous owner was obviously worse off then me mechanically.. plug wires were all backwards from the diagram and the fuel pump lines were kinked and blocked..
