MOVE to TEXAS!! Those LeftCoast hippies are impossible to please. I've never done a smog test. My old car ran open headers and it past inspection. lol.
Check your codes and see what the computer tells you. Most codes are emission codes.

If you are going to the same shop and its failing and you think it shouldn't take it somewhere else, it could be that their equipment isnt tuned correctly or I dont know mabye they are trying to make some extra money.
