I think its still worth checking voltage at the pump...could be two separate problems. Although very likely it is the ECU...if I knew how to check it...
try swapping ECUs with a friend and see if that fixes it:-D

The easiest way to check the pump is to turn the key on but dont crank it. you should hear the pump prime up in the rear of the car. BZZZZZZZ.
If you don't hear that, then for some reason or another, the pump isnt working. At this point def check for voltage. If it is getting it, but wont go, its the pump itself, if no voltage, try to figure out why not.
I'm voting pump on this one, even with a clogged filter you should get SOME gas.
