Default Weird (electrical?) problem 99 civic sir w/b18c

So yesterday i ran into a weird problem when trying to start my car. I drove my car to a store, maybe 5 minutes later came out and tried to start the car when the issues presented itself. So i turned my key to accessory and the dash lights (CEL, oil. battery) all flashed like they were supposed to. When i went to start it something seemed to short.. the engine will not crank and i have no dash lights on the left side now when in accessory. All lights dont come on except the ebrake light and the seatbelt light, (CEL, oil and battery light not flashing as they should.) I still hear the fuel pump priming. Any idea what this could be? I am leaning towards a bad fuse or a ground wire, just wondering if anyone has any idea. I'd go and try a few things but its pouring right now and my car is still in the parking lot lol

My first thought would be to check for a bad connection.
I'd check both sides, but I'd be looking for a bad earth, somewhere on the circuit.

Is the battery good?
